Check whether configurations are started (#32)
* add pipeline step to check configuration status
- uses COM API method IsStarted via ETClient
* log error message in case of missing tool configurations
- for ECU-TEST and TEST-GUIDE installations which are not configured
- throws exception and aborts the pipeline execution
* add compatibility warning
- feature requires at least ECU-TEST 8.0
* add missing Javadoc
