Upgrade spock-core to 1.2-groovy-2.4 and ensure config is ready before
migration test - CLM-12178 (#69)
* Ensure gloabl configuration is copied to Jenkins instance root folder before
migrator initializer runs
* revert fix and upgrade spock-core to show failures
* reapply fix
