Add back in the independent check for the slave agent path
Fixes FarmGeek4Life/NegotiateSSO issue #12
Jenkins core method isSubjectToMandatoryReadPermissionCheck() uses
Stapler.getCurrentRequest() to get the encrypt parameter, but this filter runs
before Stapler captures the request
