Fix NPE when credentials are missing
[FIX JENKINS-49983] When the SCM URL has no credentials associated
avoid trying to fetch them and execute anything on Gerrit, as it would
result only in a very strange NPE and would not tell anything useful
to the end user.
**NOTE:** This service has been marked for deprecation:
