Disable ATH and PCT tests in Jenkinsfile
The tests from the acceptance test harness and plugin compatibility
tests are not reliable enough on either the ci.jenkins.io
infrastructure or on the infrastructure that I host. Rather than
spend time ignoring test failures and stash/unstash failures, I'm
disabling these tests.

Functionality will be removed from GitHub.com on January 31st, 2019.
