Revert ""likelyStuck" radioBlock is always open whenever not selected."
This reverts commit 03e7cebaae04ed0fa6fb007dd58d6c754ade4ee0.
this commit introduced a regression that failbuild and description option
aren't accessible when other timeout strategy is selected, but still applies.
also, this also don't fix the display issue to get non-selected blocks closed
by default (at least, testing on Chrome OSX and FireFox)
