Thanks for the suggestion, but that checkbox was not checked. However, there was a link to setup sticky keys and when I clicked that a dialog came up where I could uncheck the checkbox to activate sticky keys with 5 quick presses of the shift key. So, your instructions got me to the right section, but one more step was needed.

I'm using the latest version of JAWS 2018 on a Windows 10 computer. When
I press the right-shift key to skim through a document in say-all mode,
