Unfortunately you will have to ask for sighted assistance. Even if you manage to make JAWS dragging simulation commands to work, it works with specific objects instead of allowing to draw. The only suggestion I think is to enable the Mouse Echo feature (press JAWS+SPACE, E) and see if you can locate the area for signature by using your actual mouse, and then hold the left button and drag as if you were signing something on a paper dotted line.
