Do you think the budget could stretch to accommodate an OCR package for you? I don't think it'd have to be anything too fancy or expensive. Abbyy Finereader would probably do the trick. Then you could import all the .tifs into the programme and oCR them as if you had scanned them yourself.
I'm afraid I don't have any suggestions for JAWS OCR; my experiences with it have not exactly been of a satisfactory enough level to recommend it for professional use.
