If you're trying to get a table in a PDF document to import into Excel, it's never been an easy nor automatic process. My approach is to first convert the PDF file to text and do some cleanup before importing into MS Word. Then use the Word Text to Table conversion to do the formatting. Then copy that table and paste into a blank Excel worksheet. Lots of steps, but it gives you the opportunity to clean up the data and nesting levels.
