Right now you'll have to check the source tree out from the Apache Subversion repository and you can use the included Ant build file to produce the javadocs.
I got the lucene-1.9-rc1-dev.jar off the page for Luke, but it seems like this should rather be made available on the lucene page.
We haven't made an official release of it yet... that is probably coming soon though.
