Jeff, Sorry for the long delay - my annual holiday intervened. I got around the delay which, as you suggested, was obtaining the DTD and related documents.
I never managed to associate a ResourceResolver with an LSParser. In the end I got around the problem by obtaining MS Network monitor, filtering to see only the http requests and found the names of the files being requested. Then by changing the input XML to reference the local DTD and other documents (the XML is extremely small) everything happened in an instant. It was a very dirty solution but I was keen to get something working. If anybody ever does know how to attach a resource resolver to a LSParser please do let me know.
