Yes, we're aware of this API. It has come up in discussion at least a few times on this list. There's been very little interest in having an implementation in Xerces. There are no plans to implement it.
I have not heard of alternatives or any implementations of DOM Level 3 Validation that are generally available, however it's possible you'll find something if you Google it. Thanks.
