Use of xml-apis or xmlParserAPIs with JDK 1.4 or later - useless if not in endorsed dir, with JDK 1.4 +?

Hi,

I'm trying to understand the proper usage of xml-apis or xmlParserAPIs
jars. Is it true that, if using JDK 1.4 or later, they are useless when
placed on the normal classpath, and must be placed in an endorsed
directory to have any effect?
