Thanks for your help on this. If my organization should perform
additional localization, what would be the porcedure for submitting the
lcoalizations back to the open source project?

Xerces' messages have been externalized. See the
org.apache.xerces.impl.msg and org.apache.xerces.impl.xpath.regex
packages. There are French and Japanese translations, but only for some
messages.

Support for localized messages is already place, though most of the
messages are only available in English. Submmissions of translated
properties files are certianly welcome.
