Install the latest IVI image https://download.tizen.org/releases/daily/tizen/ivi/ivi/tizen_20140224.12/images/ivi-efi-i586/tizen_20140224.12_ivi-efi-i586-sdb.raw.bz2 , With a DELL DP monitor connected via DP cable, Weston UI also could be displayed on DP monitor. While we connect to HDMI monitor via DP-To-HDMI cable, the Graphics mode could not be displayed on HDMI monitor. So IVI Weston UI could be displayed on VGA monitor and DP monitor.

The DisplayPort of the VTC1010 is not functional in that image you've tried but you should be able to use the VGA port and have the Weston desktop showing up.
