Tools like Enterprise Architect are proprietary though they run on Linux. This
means that they cannot be shipped with the toolchain (because you don't have
the right to do so.) So proprietary tools tend to get left out when a SDK for a
GNU/Linux distribution is shipped. Therefor it makes sense that Tizen would
provide system documentation that would be able to be consumed by those who
download the SDK and not force people to run out an buy an expensive tool just
to do development on a free system.
