Description: With the implementation of ZOOKEEPER-2123, we now have the
option to implement a custom X509 AuthenticationProvider for client-server
authentication. We also need a similar option for quorum authentication. In our
cloud environment, we could restrict quorum members to those with specific
certificates, allowing only those to join the quorum. (was: With the
