YUNIKORN-3115 introduced a backoff logic based on the number of unschedulable
pods.
However, the backoff is a hard deadline and sometimes it's better to re-try
earlier in case of a specific cluster event, eg. pod completes, node usage
changes, etc.
The default scheduler is a good place to start.
