Summary: Update release documentation to reference new
release-tools directory

The project’s top-level Makefile and release documentation currently reference
the old {{tools/}} directory for release scripts. Since we have renamed
{{tools/}} to {{release-tools/}} to avoid conflicts with downloaded binaries,
we need to update all release-related documentation accordingly.
