Updated that PR to now have --without support, this was never a valid nor
advertised option previously but it gives you multiple ways to disable it:
` --with-hrw-geo-provider=geoip|maxminddb|none
geo provider to use with header_rewrite
[default=auto]; use 'none' or
--without-hrw-geo-provider to disable geo support`
testing here i no longer saw hdrrwr linking against maxmind when using
`without` (I do not have geoip installed here as it is no longer available in
el9+ distros)
