Summary: traffic_logstats -i (incremental) can have permission
problems writing state

Right now, it tries to write this to the traffic_server install area, which
might not be appropriate in all cases. A few options are available, such as
1) Write to a different pre-defined place.
2) Write to ~/.logstats or some such
3) Write to /tmp or /var/tmp (which would not survive a reboot).
