I can close this jira, since this involves touching core code or we can keep it
open and have our dev make the needed changes. This will then allow the
config_remap or header_rewrite plugins to also override within remap or later.
Another thought is I can open another jira to have the Lua plugin make a
direct API call instead. We can have our dev work with Kit with respect to
Lua. So let me know how to proceed.
