    Resolution: Not a Problem

The binary management protocol is not an API. The wire format is documented in 
https://github.com/apache/trafficserver/blob/master/mgmt/utils/MgmtMarshall.h. 
The message formats for specific APIs are documented in 
https://github.com/apache/trafficserver/blob/master/mgmt/api/NetworkMessage.cc.

I don't have any particular objection to people consuming the management 
protocol in their own tools, but you get to keep both pieces when we break your 
tool.
