Ah ok. Well, in my testing that never seemed to be an issue. I was running all 
three processes. The timer increased to and then plateaued at 60 seconds  I 
have it logging the times it's waiting for, so this was all visible to me in 
manager.log. I will admit that I don't know exactly how traffic cop's 
healthcheck works but can look into it when I'm in to see why I wasn't seeing 
any issue.
