Fwiw, I feel that HTTP/2 ought to be part of the core, such that it can 
participate properly on client and server side. Also, there are some pretty 
significant performance implications for certain types of plugins, which the 
core does not suffer from. And in the core, it can integrate better with the 
cache (if done properly).
