The use of the SM's redirection_tries counter in the core seems totally wrong. 
And, and as far, as I can tell, it does not do what you'd expect when you e.g. 
change the global config (which does nothing really).

My suggestion is to change it such that this becomes a normal counter, starting 
at zero (0), and we increment it on each redirect. This sort of is inline with 
what some of the code expects, it's just not consistently done so. Some code 
seems to assume that the counter starts at the maximum redirects, and that it 
should decrement from there (which never happens).
