I must admit, I am a bit unclear on what this code is doing exactly, but here's
the first patch (and sorry for the patch misapplication).

The {{if (s->vio.ntodo() <= 0)}} check is removed entirely (the other clause is
checked later, in the added code). While ntodo() has been checked and found {{>
0}} just previously, {{write_signal_and_update}} has been called since then and
that might have changed ntodo() if it returned {{EVENT_CONT}}.
