Looks like we want to change mgmt/RecordsConfig.cc to use RECT_LOCAL instead of
RECT_CONFIG for the WCCP vars. Certainly for 'wccp.addr', but not sure about
'wccp.services'. Probably not, although cluster will copy the file name around,
it won't copy the actual file.
