This issue is wrong: CPU time spent is not correlated with blocks. There are, however, similar problems, such as being able to slow the server down by submitting files with lots of empty packets. Also our newly introduced CRC24 check is a misreading of the RFC, which says that actually keys should not be rejected if the CRC24 fails.
