This was due to the beta server IPv6 address being blocked on `lists.apache.org` due to the extremely high quantity of spam and bot requests that it receives. I fixed it by committing e545b49d42ab4adc8257b5ee5ca6ceeb6c5d3ebd as an immediate measure, which enforces connections over IPv4 (which was not blocked), and then by asking for the block to be removed, which has now also been completed. -- This is an automated message from the Apache Git Service.
