I understand there's been some back-and-forth on the URLs for the release
catalog, to either have:
https://release-catalog-test.apache.org/poi/poi-xmlbeans/5.3.0/artifacts.json
or
https://release-catalog-test.apache.org/poi-xmlbeans/5.3.0/artifacts.json
The former seems to have some duplication (`poi/poi`), but my impression is
that duplication is useful: there are also PMCs that publish projects that
aren't prefixed with the PMC name, such as
https://release-catalog-test.apache.org/httpd-mod-ftp/0.9.6-beta/artifacts.json
In this case the `httpd` PMC is publishing the `mod-ftp` project - not
`httpd-mod-ftp`.
