Mitigated, but not resolved, by 58d772ed507ece892436110aa7ad0b4d56d64ba1, 2bc686df1f7c49b7048d9a10035da3aa630942fb, and f156b994b57908d9b3f7eed4ba0949ac1689c462. We're considering this issue complete for now, because we believe that these commits bring ATR to the point where mail sending errors are always surfaced to users, and retry mechanisms are always available.
