Certain project metadata fields are required and must be validated in order
to release software for a project.
On the Metadata tab require
1. Project name
2. Project description
3. Homepage - must be an https url almost always
`{{committee_key}}.apache.org`
4. Download page - must be an https url on the same subdomain as the
Homepage.
5. Repositories - must have at least one row that is not a 404. Assuming
that GH or SVN is available.
Move Download page and Repositories on the form so that they follow Homepage.
