   Outage in regular Vote mode degrades to manual review and resolution. In 
Manual mode, however, an outage cannot be manually reviewed, which is ironic. 
In podling votes, round one blocks until the thread is available. In the second 
round, the release is promoted but if the mailing list is down the resolution 
messages won't be queued, which should be fixed.
   
   (5) **Internal mail relay**
   
   Each recipient has an automated send, but if they all fail, this is not 
raised. Perhaps we could have the notion of required recipients, and make those 
a hard fail. Probably in the common case, this should just be the To field. We 
don't record non-binding votes, so if the email ATR sends is lost then there is 
no record. Also most failures turn into Task warnings, not failures.
   
   (6) **PubSub**
   
   Nothing blocks on PubSub, and it is configured to be optional. We don't 
check for JSON errors, but apart from this is seems fine. The resumption 
semantics of PyPubSub aren't very strong, however: it does its best to replay, 
but requires no receipts from recipients, and there's no way to track whether 
anything was lost.
