The primary hurdles I see here are the following core classes which rely on the
following Freemarker templates:
* org.apache.struts2.interceptor.debugging.DebuggingInterceptor /
org/apache/struts2/interceptor/debugging/console.ftl
* org.apache.struts2.dispatcher.DefaultDispatcherErrorHandler /
org/apache/struts2/dispatcher/error.ftl
* org.apache.struts2.interceptor.ExecuteAndWaitInterceptor /
org/apache/struts2/interceptor/wait.ftl
