Description:
Post-merge CI on master is now sampled at one in ten commits, but selected runs
still use a reduced upstream job selection.
Enable the complete existing build_and_test.yml job matrix on selected upstream
pushes by passing an explicit all-enabled jobs selection from build_main.yml.
Keep build_and_test.yml and its existing per-job module/test filtering
unchanged. Preserve change-based job selection for fork builds and existing
scheduled workflow configurations.
This extends the sampling infrastructure from SPARK-61016 and PR #60177.

still disable several workflow jobs and restrict tests to modules affected by
the triggering commit. Changes from skipped pushes can therefore remain
untested by sampled post-merge builds.
Run the complete existing build_and_test.yml job matrix on selected upstream
pushes and disable per-commit module and Python test filtering for those runs.
Preserve change-based selection for fork builds and explicit scheduled job
selections. This extends the sampling infrastructure from SPARK-61016 and PR
#60177.
