SQL functions such as to_csv require their options map to be foldable.
ExprUtils.convertToMapData currently evaluates a non-foldable CreateMap during
analysis, which attempts to evaluate an AttributeReference and raises
INTERNAL_ERROR. Detect non-foldable options maps before evaluation and return a
structured analysis error instead.
