The K8s integration DecommissionSuite is failing on recent PRs.
Last passing run: Sep 11 ~19:18 UTC. Every run since Sep 12 ~10:33 UTC failed -
12 in a row across 9 contributors, no pass in between.
Signature: five cases fail with `HashSet() did not contain
"decomtest-...-exec-1"`, plus `pods "spark-test-app-...-driver" not found` and
`sleep interrupted`.
Every PR that triggers the K8s integration job shows a red check.
