Rename ArrowArrayToPandasConversion to ArrowToPandasConversion and move the
batch-level ArrowBatchTransformer.to_pandas method into it. This groups
Arrow-to-pandas batch and column conversion together while preserving the
existing conversion strategies.
This follows the placement discussed in
https://github.com/apache/spark/pull/53963#discussion_r2756982804 and keeps
ArrowBatchTransformer focused on Arrow-to-Arrow operations.
Replaces SPARK-59454 so this work is tracked under SPARK-54955.
