The GitHub Actions disk cleanup step is an optimization to reduce disk pressure
before builds and tests. If cleanup hangs, CI can spend the whole job timeout in
that step before reaching test setup.
Add a bounded timeout to the cleanup step and continue when it fails or times
out, accepting the higher disk space risk instead of cancelling the whole job
during cleanup.
