Extract the transform-with-state Pandas transformation logic from
TransformWithStateInPandasSerializer into read_udfs() in worker.py, so the
serializer only handles Arrow stream IO. Follow the same pattern as the other
eval type refactors under SPARK-55388. No behavior change.
