Add new function current_time() which returns the current time at the start of
query evaluation.
h4. Syntax
{code:sql}
current_time([n])
{code}
h4. Arguments
n: An integer literal defining the precision of the time between 0 and 6. The
default is 6.
h4. Returns
A TIME(n).
The braces are optional.
h4. Examples
{code:sql}
> SELECT current_time();
15:49:11.914120
> SELECT current_time;
15:49:11.915564
> SELECT current_time(0);
15:49:11
