Description:
The make_time() function creates a time from hour, min, and sec fields.
h4. Syntax
{code:sql}
make_time(hour, min, sec)
{code}
h4. Arguments
# hour: An INTEGER expression evaluating to a value between 0 and 23.
# min: An INTEGER expression evaluating to a value between 0 and 59.
# sec: A numeric expression evaluating to a value between 0 and 59.999999.
h4. Returns
A TIME.
h4. Examples

> SELECT make_time(6, 30, 45.887);
06:30:45.887
> SELECT make_time(NULL, 30, 0);
NULL
