Mutable major tags such as actions/checkout@v4 mean an upstream retag can
silently change what CI runs. Pin every action to the commit its major tag
resolves to today, keeping the release version in a trailing comment so the
intent stays readable and Dependabot/Renovate can still propose bumps.
No behaviour change -- each SHA is exactly what the floating tag pointed at
when this commit was written:
actions/checkout v4 -> 11d5960a (v4.4.0)
actions/setup-go v5 -> 40f1582b (v5.6.0)
actions/cache v4 -> 0057852b (v4.3.0)
actions/stale v10 -> 1e223db2 (v10.4.0)
