Well, in this fast-paced world of (human or robot) contributions, we barely create a new JIRA before there is a PR for it, so it looks like the currently open PRs https://github.com/apache/solr/pulls?q=is%3Apr+state%3Aopen+port+%22to+picocli%22 will close the gap and complete the Picocli migration already for the Solr 10.2 release. Thus I recommend we land those first and then do package structure restructuring.
