SOLR-18474: InternalSolrClientCache separate from SolrClientCache (#4934)

Within Solr, a new security-minded subclass of SolrClientCache is used.  The 
normal one is forbidden.  Clients are unaffected.  

Cross-collection join now requires SolrCloud.
