Closing this in favour of the decision in #108: the tools don't add their own blank-collection guards. `""` stays a Jetty 400 across the board, and if that ever needs fixing it should be fixed once, in a decorator over `SolrClient.request`, not tool by tool. Every schema tool already makes exactly one Solr request, so this guard only saved a round trip on malformed input.
