Gradle 9 (ExecOperations.exec) leaves ExecSpec.standardOutput null inside the
config action — defaults applied only afterwards. So Ant TeeOutputStream gets
left = null and NPEs on first byte of npx output. Gradle wraps that as Could
not
read standard output of command '...npx'. Line dates to Gradle 7.x era where
project.exec returned a non-null default — regression from the 9.x bump
