Description:
This ticket relates to SOLR-15781 to layout the subtasks for breaking up the
CLUSTERSTATUS V2 API, and along with that, bring them up to the modern Jax RS
appraoch.

Goal: every CLUSTERSTATUS field has an obvious, independently-cacheable,
independently-permissioned
v2 home, at the right level of the resource hierarchy (cluster → collection →
shard → replica).
